A Covenant with Osun Central
This manifesto is my clear agreement with the people of Osun Central. It is not a list of promises that a Senator has no power to fulfil. It is a practical plan built around the true duties of a Senator: making and improving laws, examining budgets, following public money, questioning government agencies, defending the Constitution and speaking firmly for the people.
Nigeria needs lawmakers who understand that public office is a trust. I am offering myself to serve with preparation, courage and discipline. I will work for a stronger federation, safer communities, better education, more jobs, improved healthcare and open government. I will also keep the people informed about what I am doing and what results are being achieved.
Who I Am
I was born around the time Nigeria became a Federal Republic, into the Oloba-do family of Osogbo. I was raised in a family that valued education, public service and community responsibility. My father, the late Venerable Julius Ladunjoye Omigbodun, was the pioneer Principal of Osogbo Grammar School and the first Chairman of the former Osogbo District Council. My mother, the late Iya Regina Olatide Omigbodun, was a respected health professional who retired as Chief Health Sister of the old Oyo State.
I attended All Saints Primary School, Osogbo, and Government College, Ibadan. I later earned bachelor’s and master’s degrees in Architecture from the University of Ife, now Obafemi Awolowo University, an MBA from the University of Ilorin and a master’s degree in Geographical Information Systems from the University of Ibadan.
I am a registered teacher, a licensed architect and a chartered Estate Surveyor and Valuer. For more than three decades, my professional and business activities have created employment for hundreds of people. I have also served as Chairman of the Osun State Property Development Corporation, State Programme Monitoring Adviser to the United Nations Development Programme in Osun and Special Adviser to the Governor on Inter-Party Relations. I am a Priest (Canon) in the Diocese of Osun, Anglican Communion Church of Nigeria. These experiences have taught me how public institutions work, how projects should be monitored and how people can be brought together to solve difficult problems.
Why I Seek to Serve
I seek election as the Senator representing Osun Central, covering Osogbo, Olorunda, Odo-Otin, Ila, Ifedayo, Ifelodun, Orolu, Irepodun, Boripe and Boluwaduro Local Government Areas. I am contesting on the platform of the Social Democratic Party.
I am seeking this office because Osun Central deserves a Senator who understands policy, respects the Constitution and remains close to the people. The office must not be reduced to ceremony or personal influence. It must be used to improve laws, protect public resources, demand better performance from government and attract fair federal attention to our communities.
The Work of a Senator
Section 4 of the Constitution gives the National Assembly the power to make laws for the peace, order and good government of Nigeria. A Senator therefore works mainly through laws, motions, committee work, investigations, public hearings, budget decisions, petitions and constitutional amendments. Sections 80 to 89 also give the National Assembly important powers over public money, auditing and investigations.
I will not pretend that a Senator is a governor, local government chairman or contractor. I will instead use the lawful powers of the office fully. I will introduce and support useful bills, examine federal budgets, question ministries and agencies, track projects, present the concerns of our people and build the alliances needed to turn good ideas into national action.
My Values
My service will be guided by integrity, accountability, excellence, inclusion, transparency and respect for every person. I will tell the truth about what is possible, report my work regularly and refuse to use the office for personal enrichment. Every local government and every section of Osun Central will have a voice in my representation.
My positions will be based on evidence and the public interest. I will listen to traditional institutions, professionals, young people, women, farmers, artisans, traders, faith communities, persons with disabilities and other groups whose experience can improve public policy.
Restructuring and True Federalism
Nigeria cannot make enough progress while too many powers and responsibilities remain concentrated at the centre. I will support constitutional reform that allows states and local communities to take greater responsibility for matters they can manage more effectively. This must be accompanied by clear accountability, fair funding and protection against abuse.
Section 9 of the Constitution provides the process for constitutional alteration, while the Exclusive and Concurrent Legislative Lists show how powers are currently shared. I will support the transfer of suitable responsibilities from the Federal Government to the states, a fairer fiscal system, stronger local government democracy and reforms that make public institutions more effective. I will also organise public consultations in Osun Central so that constitutional reform is not carried out without the people.
Security and Police Reform
No community can prosper without security. Nigeria needs policing that is professional, properly funded, close to the people, guided by intelligence and respectful of human rights. I will support stronger community security systems, better emergency response, improved forensic capacity, faster justice and greater cooperation among security agencies.
I will also support a careful review of Sections 214 to 216 of the Constitution. Section 214 establishes one Nigeria Police Force and prevents any other police force from being created for the Federation or any part of it. Section 215 deals with the command and direction of the Police, while Section 216 deals with the delegation of certain appointment powers. These provisions should be reviewed as part of the national discussion on state policing.
My support for state police will depend on strong safeguards. Recruitment must be based on merit. Funding must be stable and transparent. Officers must receive human-rights training. Independent bodies must handle complaints. The law must clearly define jurisdiction, cooperation and discipline. No governor, party or powerful individual should be allowed to turn a police service into a private political force.
Oversight Activism
Chapter II of the Constitution contains the Fundamental Objectives and Directive Principles of State Policy. It describes the kind of country government should build: a democratic, secure, fair, productive, educated and healthy society. Section 13 directs every organ of government and every authority exercising legislative, executive or judicial power to observe and apply these principles.
Although Section 6(6)(c) limits the direct enforcement of many Chapter II provisions by the courts, this does not make the chapter meaningless. The National Assembly can still use legislation, budgets, committee hearings, investigations and public reporting to demand action from government. I will practise what I call oversight activism: the consistent use of Senate powers to ask what has been done, how much has been spent, what results have been achieved and who should be held responsible when government fails.
I will press for regular public reports from ministries and agencies on education, health, employment, housing, food security, the environment and the welfare of vulnerable citizens. Where existing laws are weak, I will support laws that turn constitutional objectives into clear duties, measurable targets and transparent programmes.
Education
Education is one of the strongest foundations of freedom and development. Section 18(3) of the Constitution states that government should strive to eradicate illiteracy and, when practicable, provide free, compulsory and universal primary education, free secondary education, free university education and free adult literacy programmes. This provision must become a serious guide for policy and budgeting, not a statement that government remembers only during speeches.
I will use legislation, budget scrutiny and oversight to support better school facilities, trained and motivated teachers, strong basic education, technical and vocational learning, digital skills, adult literacy and fair access to scholarships and student support. I will also demand transparency in the use of education intervention funds and promote partnerships among schools, universities, employers and professional bodies.
The goal is simple: every child should have a fair start, every young person should have a useful path to work or enterprise and every adult who missed formal education should have another opportunity to learn.
Healthcare, Water and Human Well-being
Good healthcare should not depend entirely on a person’s income. I will support stronger primary healthcare, maternal and child health, preventive medicine, mental-health awareness, better emergency services and fair access to essential treatment. I will also advocate for dignified support for senior citizens, especially people aged sixty and above.
Through budget work and committee oversight, I will track federal health funds and projects affecting Osun Central. I will demand clear results from programmes dealing with immunisation, disease prevention, health workers, safe water, sanitation and rural healthcare. Federal projects must be distributed fairly and completed to an acceptable standard.
Jobs, Enterprise and Industrial Growth
Osun Central must become a place where people produce, create, invest and build. Our economy has strong opportunities in agriculture, construction, professional services, technology, education, tourism, culture, commerce and the creative industries. My role will be to support laws and federal policies that make it easier for honest businesses to start, grow and employ people.
I will promote access to finance for small and medium enterprises, practical apprenticeship and skills programmes, industrial and agro-processing clusters, better power and digital infrastructure and stronger links between training institutions and employers. I will also support fair competition, consumer protection and transparent access to government-backed business opportunities.
Agriculture and Food Security
Agriculture can create jobs, reduce poverty and strengthen food security when it is treated as a complete business chain. Farmers need more than seeds. They need finance, modern equipment, extension services, storage, processing, transport, electricity, water and dependable markets.
I will support federal policies and programmes that help genuine farmers, young people and women to participate profitably in agriculture. I will also demand transparency in agricultural interventions so that support reaches real producers rather than political middlemen. Osun Central should benefit from processing and value addition, not only the sale of raw farm products.
Infrastructure, Housing and Digital Development
Infrastructure connects people to opportunity. I will advocate for better federal roads, reliable electricity, broadband access, safe public buildings, affordable housing policies, flood control, drainage and environmental protection. Projects must be selected according to need and economic value, not political favouritism.
My professional background in architecture, estate management and geographical information systems will help me examine infrastructure proposals carefully. I will ask whether projects are properly designed, fairly located, transparently procured, completed on time and maintained after construction. Osun Central deserves projects that work, not abandoned sites and repeated budget entries.
Public Money, Accountability and the Fight Against Corruption
Corruption grows where budgets are hidden, contracts are unclear and oversight is weak. I will examine appropriations, borrowing, public debt, project costs and budget releases with care. I will use committee hearings and investigations to question abandoned projects, poor performance and misuse of public funds.
Sections 80 to 85 of the Constitution govern federal public revenue, expenditure and auditing, while Sections 88 and 89 give the National Assembly powers to investigate and obtain evidence. I will use these powers responsibly. I will support open contracting, stronger audits, lawful whistle-blower protection, clear sanctions and public access to information about projects affecting Osun Central.
Accountability must begin with the representative. I will publish regular reports on my bills, motions, votes, committee work, constituency engagements and the lawful use of public resources attached to my office.
Fair Revenue and Responsible Development
Section 162 of the Constitution deals with the Federation Account and the distribution of public revenue. I will support a fairer fiscal system that gives every level of government the resources needed for the responsibilities placed upon it. At the same time, greater resources must come with stricter transparency and stronger public oversight.
Restructuring must not simply move waste and corruption from Abuja to the states. It must bring power closer to the people, make responsibilities clearer and make it easier for citizens to identify who is responsible for success or failure.
Constituency Service and Open Representation
My constituency office will be a working public-service centre, not a ceremonial political office. It will receive petitions, explain federal opportunities, refer legitimate cases to the proper authorities and keep records of issues raised by communities. Outreach will be organised across the ten local government areas so that representation is not limited to people who can travel to one office.
I will hold regular public briefings and publish an annual account of my legislative and oversight work. I will create channels for young people, women, professionals, farmers, artisans, traders, traditional institutions, faith communities and persons with disabilities to contribute to policy. I will also support a public tracker for federal projects and interventions in Osun Central.
My First-Term Priorities
My first priority will be constitutional reform for devolution, fair federalism, local government democracy and accountable institutions. I will give special attention to the review of Sections 214 to 216 and the creation of a safe, professional and well-regulated framework for state policing.
I will also work for stronger Chapter II compliance by pressing federal institutions to report measurable progress on education, health, employment, housing and social welfare. Education oversight will focus particularly on Section 18(3), literacy, teacher quality, technical education and the transparent use of intervention funds.
Other priorities will include open budget and project tracking, support for small businesses and apprenticeships, stronger primary healthcare, agricultural value chains, climate-resilient communities and clear standards for constituency accountability. These priorities will be pursued through bills, motions, committee work, budget decisions, investigations, partnerships and continuous public engagement.
My Closing Pledge
I seek the mandate of Osun Central not merely to occupy a seat, but to use the powers of that seat with courage, wisdom and discipline. I will make and improve laws, scrutinise public spending, defend constitutional government, ask difficult questions and keep the people connected to the work of the Senate.
I will not promise what the office of a Senator cannot lawfully deliver. I will use every lawful tool available—legislation, motions, committees, investigations, budgets, petitions, public hearings and constituency advocacy—to advance security, opportunity, justice and responsible development.
This is my covenant with Osun Central: competent representation, constitutional courage, honest communication and service without discrimination.
